[Collaboa] time estimates

The model I have implement in trunk is actually based on a WorkEntry,
which has a start/end time etc.., plus a link to ticket and revision
in the repository. As certainly at my company, more than just the
person responsible for completing a ticket may work on it.
I like the idea of reporting on the accuracy of estimates....
